Dr. Shawn Oubre possesses 33 years of managerial experience within the public sector, spanning both the municipal administration and public safety realms. He began his career as a police officer and detective with the City of Port Arthur and quickly ascended the ranks to take on the dual position of Chief of Police and City Manager for the City of Vidor. Prior to his move to Woodway, Dr. Oubre served as the City Manager of Orange, Texas, for 13 years. He has been serving the City of Woodway as City Manager for two and a half years.
Throughout his time leading the City of Orange, Dr. Oubre not only oversaw 194 employees and all city services, but he also managed the City's 4B Economic Development Corporation which allowed for the utilization of sales tax proceeds to fund projects that promoted new or expanded business development and municipal endeavors such as infrastructure upgrades and quality of life improvements. Dr. Oubre is well-versed in the intricacies of risk assessment and emergency management - a valuable and vital skill that he demonstrated numerous times throughout his tenure in Orange. Under his expert leadership, the City of Orange and its citizens were successfully directed through the complex administrative phases and recovery efforts surrounding the four major hurricanes that have affected the Texas Gulf Coast since 2005.
Additionally, Dr. Oubre has diverse experience and expertise in teaching all aspects of civil management and policing in both higher education circles and professional fields. He has instructed public administration and government courses at Â鶹ÊÓƵ and Lamar State College Orange, as well as finance modules at the Texas State University's Certified Public Manager School. He also served on the Lamar Institute of Technology Foundation for 13 years and initiated the formation of 11 endowments and collection of over $1.7 million in scholarship funds. Simultaneously, Dr. Oubre has remained very active in the Texas Municipal League, the Texas City Mangers Association, and several public service organizations such as: The Orange Rotary Club, The Foundation for Southeast Texas, The Greater Orange Area Chamber of Commerce, Catholic Charities of Southeast Texas and the Southeast Texas Food Bank.
Dr. Oubre holds a Master of Public Administration from Â鶹ÊÓƵ and a Doctorate in Public Policy and Administration from Walden University.
